摘要
农村社会保障制度是我国社会保障制度的重要组成部分，而农村养老保险又是农村社会保障的核心内容。十几年的实践经验表明，现行农村养老保险制度取得了一定的成绩。然而，在农村经济与社会变化的情况下，现行农村养老保险制度出现了停止甚至滑坡现象，低参保率甚至使得现行农村养老保险形同虚设，建立新型农村养老保险制度也因此变得刻不容缓。
Rural social security system is the important content of the social security system in china. Meanwhile, rural endowment insurance is the core of the rural social security system. It is proved that old-type rural endowment insurance has gained some achievement, however, it has stopped even declined with the change of the rural economy and social situation, especially the low rate of the insurance makes the old-type rural endowment insurance equal to nothing. Therefore, it is imperative to establish new-type rural endowment insurance system in china.
