摘要
实施学院制管理改革是深化高校内部管理体制机制的一个重要尝试。新建本科院校由于过去长期采用集权式管理模式,在推进学院制管理改革存在观念陈旧、管理职责比较模糊、职权利不明晰等诸多问题。因此,需加强对实施学院制管理改革的意义、内涵和主要模式的认识,解决好诸如权力下放、管理职责和权限的划分等关键问题,并建立与之相适应的运行和监督考核机制。
It is an important attempt to carry out faculty-based system reform of deepening the internal management systems and mechanisms.Due to centralized management long-term adopted in the past,there are many problems such as antiquated idea,fuzzy management responsibilities,and ambiguous responsibility,therefore,it is difficult for us to promote the faculty-based management reforms in the newly-built undergraduate course universities.Consequently,it is essential for us to figure out the significance of meaning,contents and main patterns of the faculty-based management system reforms,which shall be reinforced.The key issues such as decentralization,and the division of management responsibilities and authority shall be well solved,meanwhile,supervision and evaluation mechanisms is to be established.
