摘要
回顾林权制度的改革史,不难发现林权制度改革主要是为了保护和实现其经济价值,对其生态价值则重视不够。当代林业以生态效益优先为指导思想进行集体林权制度改革,取得了一定的成效。文章从可持续发展的角度回顾了林权制度改革中的经验和教训,以期对当前林业政策的制定提供些许参照。
Review the reformational history of the forest right system,easy to find the reform of forest right system is aimed at protecting and realizing its economic value,the ecological value is not enough attention.Modern forestry ecological benefits first as the guideline for the reform of collective forest right system,and have achieved some results.This article from the viewpoint of sustainable development,reviews the reform of forest right system of the experience and lessons,expecting to provide some references for current forestry policy formulation.
