摘要
文章结合河南省实际系统分析了人力资源概念、计量及其地域特点,按人力资源开发利用景况将河南省域划分为4 个区,并就其形成原因予以剖析,在中国很具代表性。旨在为因地制宜合理开发利用区域人力资源并制定适宜人口政策提供科学依据。
In the society of today, regional competition is personnel competition in the end, the developing degree of human resources. It is relatively poor in per capita quantity of possession of Chinese natural economy resources, the sole resource superiority is human resources. The article combines Henan province's reality and makes a systematic analysis of human resources' concept, measurement and their regional characteristics. In accordance with the conditions of human resources' exploitation and utilization, the author divides Henan province into four areas and analyses the cause of taking shape, which has representative in China. The purpose of the article is to provide scientific basis for making rational development and use of regional human resources in the light of local conditions and formulate a suitable policy of population.
