This paper expounds the meaning of rnowledge economy and the profound influence to provincial economic development, discusses the 5 characteristics of high and new technology industrialization development in Henan, and at last based on the provincial situation put forward some countermeasures to speed upthe development of industrialization of high and new technology in Henan.
