摘要
我国生态环境正加速恶化，这要求对环境资源管理体系作出重大改革，其中对政府行为的调整是极其必要的和非常关键的。本文从可持续发展的观点出发，认为应当把“可持续发展”作为我国今后发展的基本原则，建议将建立有效的环境资源管理体系作为近期生态环境管理重点。
Serious water environmental degradation in China has drawn extensive concern in recent years. Besides natural causes, the governmental misplay both in economic policy and in environmental management becomes the most powerful anthropogenic factor leading to today's situation. In order to alleviate the great pressure on water environment, the government needs to take sustainable development as the basic principle of our country. Meanwhile, an efficient environmental management system should be set up as soon as possible in acordance with the demand from functional zone management all over the country. A powerful financial support system instead of the appropriate funds method is urgently needed to guarantee the development of environmental protection industry.
