摘要
地质遗迹属于珍贵的不可再生资源,通过发掘其美学价值和观光休闲利用来发展旅游是遗迹地进行地质遗迹开发和利用的重要途径。本文在对地质遗迹资源的概念进行阐释的基础上,对地质遗迹资源经营权的转让问题进行了分析。指出在旅游资源经营权转让中,地质遗迹类旅游资源经营权转让的基本问题在于保护,对于这类特殊旅游资源应注重其保护和加强管理,提出了经营权转让中应注意从完善制度、机构改革和公众参与等方面来规范其运行。
Geological relics are precious and non-renewable resources.Exploring its aesthetic values and leisure tourism is an important way to exploit geological heritage remains.In this paper,the transfer of managerial authority of these resources is analyzed on the basis of interpretation of the concept of the resources.The paper points out that the basic problems of the transfer of operational authority of geological heritage resources lie in protection.Such special tourism resources should be the focus of protection and management.The paper also proposes that in the transfer of management rights we should pay attention to perfecting the system,institutional reform and public participation to regulate its operation.
