摘要
构建非常规突发事件的情境-应对"框架,将应急管理纳入监控-应对-反馈"的循环系统中,以保证救援行动与情境匹配.同时,设计了风险值与应急资源需求量的测算公式,继而建立应急资源供应点的布局模型,将情境作为一个重要的决策变量引入该模型,使得资源供应可随情境变化做出适应性调整.
In this paper,a frame of ＂context-response＂ for unconventional emergency affairs is proposed.The whole process of emergency management is put into a circulatory system of ＂monitoring-response-feedback＂,in order to make the action match with the context.Also it calculates the risk and the demand of emergency resources,then establishes a model of location and configuration for emergency resource,and introduces the element of ＂context＂ into this model,so that the resource supplying could adjust to the variable context.
