摘要
在我国经济转型中,已经形成了弱势群体.充分考虑弱势群体的诉求,既是经济转型的要求,更是维护社会公正,促进和谐发展的需要.从弱势群体的角度看,合理地分摊成本不仅要剥离不应该由其承担的转型成本,而且要切实为弱势群体配置相关的权益,帮助其化解已经承担的成本.
In the process of economic transition in China,some disadvantaged groups have come into being.The appeals from these disadvantaged groups should be fully considered,which is not only the demands of economic transition,but also the requirements of maintaining social justice and promoting the harmonious development.From the aspect of the disadvantaged groups,a reasonable cost-sharing system needs not only to exclude the transition costs which should not be borne by them,but also to give them some related rights to help afford the costs which have been distributed to them.
