摘要
文章对美元主导的国际货币体系下,中国人民币汇率主权问题进行了探讨。文章认为汇率主权是经《国际货币基金协定》确认的国家权利,中国应积极维护我国的汇率主权,在国际法框架内论证我国汇率政策的合法性,顺应国际经贸格局的变动趋势,寻求汇率问题的多边合作,并积极推进IMF改革,争取中国在国际货币政策形成中的话语权,以最大限度维护中国的国家利益。
This paper discusses the China＇s sovereignty over exchange rate under U. S. dollar-oriented international monetary sysytem. It considers that exchange rate sovereignty is the state rights recognized by Agreement of the International Monetary Fund, and China should make a great effort to safeguard its sovereignty over exchange rate. On the basis of exchange rate sovereignty, China should endeavor to prove the legitimacy of RMB exchange rate policy in the framework of international law, seek for multilateral cooperation on exchange rate, promote IMF reform, and fight for the right to speak in the formation of international monetary policy to protect China＇s national interests to the greatest extent.
