摘要
"低碳经济"因其"低能耗、低污染、低排放"的特征在国际上被认为是人类社会继农业文明、工业文明之后的又一次重大进步。从我国经济社会发展的战略高度分析,"低碳经济"这一理念给我国的政治发展、对外贸易形势、就业形势等多方面带来了深刻影响。我国应该借助"低碳经济"这种外在强力,加强市场机制建设,理顺经济内部结构,破解改革过程中的深层次问题,规范政府行为方式,提高效能,摆正国企、民企位置,大力开展金融工具创新,实现虚拟经济与实体经济同步发展,从而全面系统地提升经济发展质量。
Low carbon economy, due to its low energy consumption, low pollution, and low emission, is seen as another significant progress after agricultural and industrial civilization in the world. From the strategic perspective of economic and social development, the idea of ＂low carbon economy＂ brings profound influence on China＇s political development, foreign trade, and employment situation, etc. China should straighten out internal economic structure, crack deep-rooted problems in reform process, standardize government behav- ior, improve ettlciency, put the location of state-owned and private enterprises, carry out innovation of financial instnnnent, and realize concurrent development between virtual economy and real economy by virtue of the external strength of low carbon economy to improve economic quality comprehensively.
