摘要
西部大开发已十年有余,目前西部正处于经济增长的徘徊期。前一阶段依靠政策扶持、投资拉动的增长模式已渐现瓶颈效应,而集聚经济的引入正好为西部的持续发展提供了新动力。文章采用产业集聚静态指数和产业集聚动态指数对西部地区产业集聚的现状进行测量,指出西部地区产业集聚存在工业整体集聚水平不高,产业层次较低,产业集聚受资源禀赋的影响,产业集聚的区际差异较大,产业分散、区域专业化程度低等特征。相应地,文章提出西部产业发展应从自己的实际出发,依托现有的产业基础,充分利用资源丰富等优势,创造条件,并逐步形成能够体现和发挥自己优势的产业集聚,并提出相应政策建议。
China has implemented the strategy of developing the west tor ten years until now, but the west ru Llama is still in a penod of economic stagnant growth presently, the previous growth model based on policy support and investment - led has gradually encountered development bottleneck, the introduction of agglomeration economic just provides a new impetus for the sustainable development of the western region. Based on the analysis of the characteristics of the western industrial development, this paper explores the status quo of industrial agglomeration in the west by industrial agglomeration static index and dynamic index, and points out that the development problems in west such as low level of overall industrial concentration, lower - level industry, industry dispersion, low degree of regional specialization, serious industry convergence, industrial chain imperfection that exists in industrial agglomeration are the result of a series of reasons such as irrational industrial layout policy, lack of matching industries, too large proportion of state -owned economy, slow development of SMEs, poor infrastructure, poor industries access from mainland and coastal etc. Correspondingly, the west should promote the development of industrial agglomeration from its own reality by relying on the existing industrial base and making full use of advantages of rich resources, and form industrial agglomeration with a comparative advantage lastly. In this process, the Government should strengthen guidance and policy and financial support to promote the resource advantage into industrial advantage and economic advantage.
