摘要
从政策角度看,独立学院具有"先发展后规范"的显著特征。这一特征决定了独立学院的地方性实践与中央政策统一性要求之间的矛盾。本文以浙江省独立学院为例,通过分析其发展特征和主要贡献,以及办学实际与独立性要求之间的差异,发现落实"26号令"存在一些根本性的困难。在此基础上,本文提出国家政策的制定要因地制宜的建议,并指出了独立学院今后发展的关键要素。
From the perspective of policy, independent college has a significant feature of "regulation after practice", which creates conflict between local practices of independent colleges and the unity of state policies. Taken the independent colleges in Zhejiang province as an example, the authors find that there are some fundamental difficulties to perform the No. 26 Decree issued by the Central Government. In view of the gap between practice and regulation, this paper argues that state policies be adjusted to the local reality and puts forward a series of important factors for the development of independent colleges in the future.
