摘要
自然灾害形成机理与综合减灾一直是学术界研究的重要课题。衡东县是湖南省重要的农业生产基地之一,也是洪水灾害较严重地区之一。基于灾害系统论观点,综合分析得出,复杂的孕灾环境是衡东县洪涝灾害形成的诱发因素,暴雨及其引发的灾害链是洪涝灾害形成的直接原因,人类不合理活动则放大洪涝灾情。为此从人类行为角度入手,提出了工程减灾与非工程减灾对策。
The forming mechanism of natural disaster and comprehensive mitigation is an important topic in academic circles.Hengdong county is one of the important agricultural produce base and it is also one of the areas suffering serious floods.On the point of view based on the disaster system,this essay comprehensively analyzes that the complicated Geo-hazards is the direct reason of floods.The rainstorm and its triggerd disater aggravate the flood disaster and the unreasonable activities of human beings also enlarge the flood disaster.Therefore,it proposes the strategies of engineering and non-engineering mitigation of disaster from the perspective of human behavior.
