摘要
我国经济的高速发展,我国城市突发公共安全事件也进入了一个相对高发期,城市应急管理体系能有效地处理和预防城市突发公共事件,保障城市居民的人身安全和财产安全。结合美国大城市的先进管理模式和经验,通过与我国大城市的应急管理模式在城市应急管理体制的本质、应急管理的组织机构、应急管理运作机制、应急参与主体等几个方面的比较,找出了我国城市突发事件应急管理存在的缺陷和美国模式给予的启示,最后提出未来我国城市应急管理建设需要关注的问题。
With the rapid development of economy in China, urban public emergencies has also entered a relative peak season. Urban public emergencies can be treated and effectively prevented by emergency system to guarantee the safety of the residents and property. This paper compares the advanced urban emergencies management modes and experiences of American big cities with those of China＇s big cities in the following aspects：the essence of urban emergencies management system, emergency management organizations, emergency management, operation mechanism and emergency participation. The defects existed in China and enlightenments from the American modes are found out and finally also the problems that should be concerned in the further development of urban construction are put forward .
