摘要
2009年美国通过了《清洁能源与安全法案》,由此引发了国际社会的高度关注,碳关税本身的合法性和其深层次的政治经济原因也引起了国内外的广泛争议。本文在分析碳关税争端国际背景的基础上,对欧美国家可能施行的碳关税进行预警分析,评估对我国制造业和就业所造成的负面影响。分析指出在美国主导的国际秩序之下,实施碳关税将是大势所趋,为避免未来欧美国家实施碳关税给我国经济带来更大的冲击,我们应该积极应对,提高经济体系应对外部冲击的能力。
2009,the United States passed the ＂Clean Energy and Security Act＂,which caused great concern in the international community,carbon tax itself,the legitimacy and the deeper political and economic reasons also caused widespread controversy at home and abroad.Based on the analysis of carbon tariff on the basis of international background of the dispute,the implementation of the United States and Europe may be early warning of carbon tariff analysis and evaluation of China＇s manufacturing industry and the adverse employment effects.Analysis pointed out that under the US-led international order,the implementation of a carbon tariff will be the trend for the future of Europe and the United States to avoid the implementation of a carbon tariff to bring greater impact on our economy,we should actively respond to and improve the economy cope with external shocks.
