摘要
以四川省抗灾实践为研究对象,运用翔实的数据全面、及时地总结了四川抗灾实践的成功经验和做法,分析了"四川行动"具有的特定内涵和外延:核心是公民生命高于一切,实质是群众利益重于一切,精髓是预警预报先于一切,关键是决策,支撑是协作力量,保障是责任落实。在总结经验的基础上,针对我国地质灾害高发频发的状况,提出了有效防控地质灾害的对策建议,旨在通过总结和提升抗灾减灾经验,为巨灾应对提供基本模式,认为四川在应急救援及灾后恢复重建中创造了奇迹,其成功的做法,应当转化为全国乃至全人类应对巨灾的经验成果。
Taking the disaster governance practice as the subject of study,this paper makes a timely and comprehensive reflection on the disaster governance practice in Sichuan,and draws lessons from 'Sichuan Practice' in the process of which people's life and welfare were given top priority.The prerequisite for successful disaster governance is early warning and prediction on which correct decision making is based.Besides,effective cooperation and scientifically allocated responsibility also guarantee the success of disaster governance.The authors believe that Sichuan's success makes a good example of disaster governance for the entire nation.
