摘要
地方高校的实验室建设主要依靠市财政每年的预算经费来实施,在实验室建设过程中要提高实验室建设的投资效益,必须理顺和完善实验室建设机制。结合项目可行性论证、预算分配、项目验收、项目效益评估这4个相互约束、相互影响的实验室建设环节开展了一些有益的探索。
Local universities have to rely on the annual budget from the municipal finance to build up laboratory. However, in order to raise the return on investment, the laboratory construction mechanism must be improved. This essay is an exploration on four crucial links in the process of laboratory construction including feasibility studies, budget allocation ,project inspection and benefit evaluation which are reciprocally bound to and influenced by each other.
