The 40-Year Science and Technology Cooperation between U.S.Federal Government and State Government

摘要 经过40多年的发展,美国联邦政府与州政府的科技合作已经形成了一个完善的体系。其合作的根源包括理论上的公私科技合作以及实践上联邦政府和州政府各自的历史渊源。"联邦-州"的科技合作基本框架由5个部分构成,分别是技术发展、工业问题解决、技术融资、起步支持以及团队组成。其合作特点为政策理念从保守派转为自由派、党派更迭的政治影响较大以及科技政策和科技法律并重。"联邦-州"政府科技合作对我国省-部科技合作的借鉴有两点:外部法制环境建设以及市场导向。 The science and technology cooperation between U.S.Federal government and State government has become a complete system after 40 years development.Five parts comprise the framework of the science and technology cooperation: technology development,industrial problem solving,technology financing,start-up assistance,and team together.The features of this cooperation are policy shifting from conservative to liberal,the relative strong political influence of parties change,and attaching equal stress on policy and law.Chinese provinces and ministry science and technology cooperation can draw two merits from U.S.federal-state government cooperation of science and technology: the external law environment construction and market-oriented.
