摘要
以突发性水污染事故预警指标体系构建为研究目标,提出预警指标集建立、预警指标筛选、预警指标体系构建的3步工作流程,建立水环境污染事故警情分级标准、评估方法与工作流程并将其应用于实践,构建定性与定量指标相结合的南京化工园区突发性水污染事故预警指标体系,根据区域环境特征与可能的风险事故类型确定各个指标的权重与阈值。该体系由事故类型、受影响人口数量、事故影响范围、受影响水体大小规模、事故影响地区类别、事故影响时间、事故排毒指数、水环境质量退化程度和水生生物受影响程度共9个指标组成。
Aiming at constructing the sudden water pollution accident early warning index system,a three-step workflow including index set selection,index filtration,index system construction was proposed. Then the water pollution accident early warning grading standards,appraisal method and procedure was established. According to these theories,the early warning index system for sudden water pollution accident,which combines qualitative analysis and quantitive analysis,was researched in Nanjing Chemical Industry Park,this index system included nine indices such as accident type,influenced population,influenced range,scale of influenced aquatorium,influenced region type,influenced endurance period,discharging toxicity index,degeneration degree of water environmental quality and influence degree of aquatic organism. Finally,the weight and threshold of every index was determined.
