摘要
结合水利部信息化工作领导小组办公室和水利部水利信息中心就水利信息化的管理体制和运行机制进行的专题调研，对机构设置、职能定位、人员编制、制度法规等体制情况，运行机制的信息化决策、信息项目建设、信息系统运维、信息资源管理、经费保障、人才队伍建设等方面进行了系统总结，分析了存在的问题，并提出对策和建议。
Based on a special investigation on management system and operation mechanism for water resources informatization undertook by office of the leading group of informatization task and water information center of Ministry of Water Resources, system situation of organization constitution, function location, staff quota as well as regulations and rules, informatization decision-making, information project development, operation and maintenance for information system, information resources administration, funds ensuring and development of talented people for operation mechanism are summarized systematically. The author also makes an analysis on existing problems, and puts forward countermeasure and suggestion.
