摘要
我国的非国有企业能否实行职工民主管理,这一直是理论界尚未解决的问题。除了政治上和工会法的角度外,能否从其他视角来回答这一问题?从劳动关系与劳动法和管理学的角度来看,职工民主管理适用于各类企业,包括非国有企业。职工代表大会制度仍是我国现阶段最具中国特色的企业民主管理的实操形式,它已经构成我国企业文化的重要内涵,同时,也是以较低成本推进企业民主管理的有效途径。
In China,should the non-state-owned enterprises implement also democratic management like state-owned enterprises? This issue has been discussed in the field of academic research.Besides the angle of politics and the law of trade union,if it is possible for us to view the issue from other angle? This paper discusses the issue from the view of labor relations and labor law and management.The conclusion of this paper is that the system of workers' congress can function in all kinds of organizations,including non-stated-owned enterprises.The system of workers' congress is the most efficient way for China to realize democratic management at micro-level.
