本文首先回顾了林德布洛姆渐进决策理论的产生背景和形成过程，然后对渐进决策理论的基本内容进行了系统的归纳和阐释，最后对渐进决策模式的合理性与局限性作了简要的评价。
This essay first reviews the originating background and formative process of Lindblom's Incrementalist Policy-Making Theory. then systematically generalizes and interpretS the basic concepts of hisPolicy-Making Theory 'and finally gives a brier evaluation of this theory.
