俄罗斯是世界上最大的天然气出口国,目前主要是向独联体国家和欧洲国家出口。俄燃料动力部和联邦能源委员会负责俄天然气生产、流通和消费的行政管理。俄天然气工业股份公司是世界上最大的天然气生产和供应公司,控制着全俄95％的天然气储产量,并拥有俄境内的全部干线管道。各联邦主体的天然气分配公司负责天然气的输送。俄对天然气和石油的征税有消费税、增值税、利润税、资源利用税、环保税等。俄罗斯国内天然气价格大大低于西欧国家,其中民用气价最低,工业用气价最高,发电用气价比工业用气价低15％。

Russia, the world largest gas exporter, currently exports its natural gas mainly to CIS and European nations. Russian Fuel & Power Ministry and Federal Energy Committee take the adminis-tration charge over its gas production, marketing and consumption. Gazprom, as the world largest gas production and supply company, controls about 95% of the Russian gas reserves and production and possesses all of the trunklines in Russia. The gas distribution companies in the individual federal nations are responsible for the gas transmission. The t,axes levied in Russia include Consumption Tax, Value-Added Tax, Income Tax, Resource Rent,
and Environmental Tax. Russian domestic gas price is much lower than that in west European countries. The price of gas for residential consumption is the lowest while the price for the industrial sector the highest, and the price of gas for power generation is 15% lower than that for the industrial sector.
