摘要
落实科学发展观、发展循环经济,是实现资源性型城市经济社会全面协调可持续发展的根本出路。循环经济立法是循环经济发展的支撑和保障,而循环经济地方立法是循环经济立法体系不可缺失的组成部分,是其补充和具体化,因此资源型城市地方性循环经济立法体系的构建对完善我国循环经济立法具有重要意义。文章以山西省为例,剖析了山西省循环经济地方立法的局限,在借鉴国外循环经济先进立法经验的基础上,提出了构建地方性循环经济立法体系的思路和对策。
Implementing scientific development view and developing circular economy are the fundamental way out for the sustainable development of the resource based cities＇s economy.The legislation of circular economy is the support and guarantee of the development of circular economy.Constructing local legislative system of circular economy in the resource based cities is also the inevitable choice for perfecting legislation of circular economy.Take Shanxi as the example,the author analyzed the defects of local legislative system of circular economy and put forward some countermeasures based on the advanced legislative experiences of several developed countries.
