摘要
辽宁省的大型水库，主要作用是兴利及防洪，基本上属于综合性水库。目前水库设计的调度运用方式是防洪与兴利分开，而实际运行则是每年防洪与兴利的高度连续进行，这样水库建成后给管理部门管理运行带来了诸多不变，使得有限的水资源不能最大限度地服务于国民经济。为了合理利用水资源，在设计时就应采用兴利与防洪连续调度的方法，本研究仅就现在普遍采用的水库调度方法进行改进，对实现防洪与兴利联合调度提出了改进意见。
Benefit promotion and flood control are the main functions of large-scale reservoirs in Liaoning Province.At prest the two functions are considered separate in designing reservoir controlling style. However, they arecontinuously controlled in actual operation. Thus, it is very inconvenient for the reservoir administrator to takeadvantage of limited water resource to the uttermost. To utilize Water resource reasonably, the method ofcontinuous control of benefit promotion and flood control should be applied when reservoirs are designed. Thispaper puts forward some advice on improving prevail reservoir control method.
