摘要
到２０００年全国要实现“一控双达标”的目标，实施环境标准是环境监督管理的核心，是环保部门依法行政的依据。为此系统地分析了环境标准的由来、发展和实施特点。
For the goal of one controlling and two standard reaching by year 2000 in China, applying environmental standard is the core of environmental inspection and administration, and the standard is the basis of environmental administration. The paper systematically analyzed the source, development and character in application of environmental standard. The paper also indicated the importance of the standard.
