摘要
2000年12月31日是淮河水质还清达标的最后期限将淮河流域断面划分为有生态保护功能和无生态保护功能两大类及按重要断面、一般控制断面、监管断面确定水质控制指标值。根据还清目标控制指标,确定河南、安徽、山东、江苏四省所辖淮河水域的最大纳污量,进行环境容量资源分配。通过4年来对淮河实施监控监测结果表明,淮河流域水体生态功能的全面恢复前景有望,并指出有机污染物仍是淮河流域的主要控制目标,要坚决实施“关停禁改转”措施,尤其是抓住对造纸、酿造行业的落后工艺的小企业进行淘汰和关停禁改转是淮河流域水质还清。
December 31,2000 is the last deadline of
Huaihe Water quality returning to clearness and water quality standard.Section planes of
Huaihe are ecological protective or nonecological protective ones, or key planes, general
control planes and inspection planes, with them water quality is indicated. Environmental
capacity is allocated according control goals and pollution amount of Henan, Anhui,
Shandong Jiangsu provinces. Controlling and monitoring results of Huaihe in recent 4
years showed excellent expectation of overall returning to ecological functioning of
Huaihe areas, and organic pollution is still the main controlling goal. Measurement of
closing, stopping, forbidding, reforming and changing is still strictly needed, especially
on backward techniques in small enterpriese such as paper industry, brewage industry,
to eliminate them or apply closing, stopping, forbidding, reformi al capacitySource
allocationControlHuaiheng and changing measurement on them. Those are the decisive
choice of returning Huaihe water quality.
