摘要
世界制造业中心的转移为我国实现海外R&D跨越式发展提供了历史性机遇。借鉴发达国家的经验,我国当前应解决以下难题:构建我国海外R&D组织管理模式,建立国际直接投资与国际技术转移的双向传导机制,解决我国中小企业参与跨国战略联盟的非对称性问题,加强跨国并购的后续整合及研发本土化问题,强化政府主导下的R&D国际化投入机制。
The transfer of world manufacturing center provides a historic opportunity for Chinese overseas R&D.Using the experience of developed countries for reference,China should deal with the following tasks at present:constructing the organizational mode of Chinese overseas R&D,establishing a two-way transmission mechanism between international direct investment and international technology transfer,overcoming the asymmetry of Chinese small and medium enterprises’ participation in international strategic alliances,promoting the follow-up integration of transnational merger and local R&D,strengthening the international R&D input mechanism under the government leadership.
