摘要
近年来,我国城市化进程中老年化趋势加快使得养老金负担压力加大,退休制度改革是应对老年化问题的重要措施,也有利于从根本上扩大内需,但路径依赖使得强制性延长退休年龄会遭遇很大阻力。上海可在柔性延长退休年龄试点工作的基础上,探索实施弹性退休政策,做到与现行退休制度的有效衔接并兼顾各方的利益,充分利用人力资源。
In recent years,in the urbanization process the aging trend has accelerated,which adds pressure to pension.Retirement system reform is one of the important measures to deal with the aging issue and is beneficial for the fundamental expansion of domestic demand.However,because of path-dependence,the reform of mandatorily extending retirement age will meet with great resistance.Shanghai can try implementing expanding retirement age flexibly,and on the basis of it explore the implementation of flexible retirement policy,linking effectively with the current retirement system,taking into consideration the interests of all parties and taking full advantage of human resources.
