摘要
借鉴经济体制改革中“有限政府”的理论，高教领域中政府与高校应该形成一种新型的关系，即“掌舵者与划浆者”、“裁判与球员”的关系。政府不应继续犯角色错位的错误，为此应该严格约束自己的行为，进行自我限制，真正还高校以办学主体的地位。
Drawing lesson from the Authority Limited Government theory in the economic system reform ,there should be a newpattern of relationship in the government and the institutions of high learning in the field of higher education ,i .e .the relation betweenhelmsmen and oarsmen or referee and players . The government should not go on making mistakes by playing a wrong role . Instead ,itshould be restrained with its behavior and carry outself - restriction . So as to return to theinstitution the status as the main body to runschools . Therefore ,in the external circumstances ,we will gain the prereguisites for accomplishing the initiativeness of the system ofhigher education .
