摘要
高关注物质(SVHCs)的概念最早起源于欧盟REACH法规,它涵盖了PBT/vPvB物质、CMR物质,及EDC等可造成同等影响的化学物质。联合国、欧盟、美国等都正致力于不断完善化学品安全管理框架,通过采取立法限制或禁用的措施,使这些高关注物质得到严格监管。我国于2010年10月15日起施行的《新化学物质环境管理办法》,掀开了中国健全化学品安全管理战略的新篇章。
The concept of Substances of Very High Concern（SVHCs）originated from EU REACH regulation, which covers PBT/vPvB, CMR, and some other subtances could have the same effects such as EDC, etc. UN, EU as well as USA are all dedicating to improve chemical safety management framework continuously. They build strict legislations to restrict, even forbid these SVHCs. For us, the Provisions on Environmental Administration of New Chemical Substances will be implemented since October 15, 2010, which opens up a new chapter for a sound chemical safety management strategic in China.
