摘要
医疗保障制度的设计受人文因素的制约与影响。在长期的历史发展中,美国确立了以自由、独立与平等为特色的人文历史文化,这些人文传统自始至终对美国医疗保障制度的形成和发展产生着重要的影响,并使得美国医疗保障制度制度与西方其他国家相比较具有鲜明的特色。
Medical security system design accepts humanity factor restraint and effect. In its long history,America has established the humanity history culture taking liberty,independence and equality as characteristic ultimately. It has ensured the system formation from the beginning to the end. It plays a major role all the time, and makes American medical securi ty system and west other country compare behavior different characteristic.
