摘要
防汛应急抢险体系建设是新形势下应对洪涝灾害的一项重要举措。该体系建设应以效能优先为原则,以训练有素、装备精良、技术先进、快速机动为标准,在职能、结构、体制、机制、预案、保障等方面作出完整而明确的规划,建设一套符合社会需求的应急抢险体系,进而提高防汛抗洪的总体效能。
It is an important measure to construct the flood control emergency rescue system to cope with flood disaster under the new situation.This system construction should take priority for the principle,performance by well-trained,well-equipped,advanced technology,rapid motor for the standard.A complete and clear plan has been made,including function,structure,system,mechanism,plan,safeguard etc.build emergency rescue system to meet the demand of the society,so as to improve the flood control efficiency.
