摘要
科技体制改革是中国社会经济变革的一个重要组成部分。在过去十年间，改革取得了很大成就，也出现了一些新的问题，带来新的挑战。本文首先概述原有体制的特征和改革的必然性，进而介绍改革的目标与主要措施，重点讨论改革的成就与不足，并提出下一步改革的框架思路整合科技政策与经济政策，重建国家创新系统。
Abstract S&T system reform is one of the important component parts of overall social and economic reforms in China.While the reform of over ten years has made great achievements, it raises new problems and challenges.This article is intended to summarize characteristics of the original Chinese S&T system and necessity of the reform,to make a brief description of key measures of the reform,focusing on the analysis of both positive and negative effects of the reform.Through which we will put forward a framework of the next phase of the reform integrating polices of economy and S&T,reconstructing the new national innovation system.
