摘要
中国国家创新体系绩效评价综合指数位居测评的26个国家中的第19位。造成这种差距的主要原因在于中国决定国家创新体系综合指数的四项指数中的知识创新系统绩效指数和技术创新系统绩效指数过低。同时与中国知识传播系统内部指标的失衡也有直接关系。所以,在保持知识应用系统高效的同时,中国提高国家创新体系绩效的关键在于提高中国的知识创新系统绩效和技术创新系统的绩效,同时提高知识传播系统内部失衡指标的绩效。
Among 26 countries,China＇s performance index ranked at 19 indicates by an examination of performance appraisal for National Innovation System. Moreover,the main reason for this gap lies in the low set of the performance indicator for both knowledge innovation system and technology innovation system; meanwhile,the disproportion of internal indicator of knowledge dissemination system is also responsible for it. Therefore,with maintaining the efficiency of knowledge application system and balancing the performance of knowledge dissemination system＇s internal indicator,upgrading the performance of knowledge innovation system and technology innovation system is the key point in boosting the achievement of National System of Innovation of China.
