摘要
针对寒潮大风气象条件下锚泊船的安全问题,提出锚泊船的海事监管模式,探索建立恶劣气象条件下的锚泊船安全监管长效机制,以指导船舶安全生产,规避风险,降低损失。
Based on the problems of the anchored vessels safety under the cold wave meteorological conditions,this paper brings forward the marine management mode of the anchored vessels,sets up anchored vessels long-term safety management regulation under the bad weather condition.It can guide the production of safety of vessels,risk averse and losses reduction.
