为了正确评价应用卫星与卫星应用技术的社会经济效益,必须建立一套科学的评价理论。本文从对被评价对象特点的分析出发,提出了评价应坚持的系统观念、发展观念、竞争观念。
To evaluate correctly the social and economic effectiveness of ap-plication satellite and satellite application technologies, it is necessary to erect a set of scientific evaluation theory. Here, in this article, three senses which must be adhered to are raised while the characteristics of the evaluated subjects being analyzed. These senses are system sense, evolution sense and competition sense.
