摘要
生态公益林在维护国土安全方面发挥着巨大作用。目前许多生态公益林属集体或个人所有,这部分森林在日常的经营管理中存在着诸多问题,因此将其纳入政府采购范畴无疑具有积极的意义。从生态安全意识、经济、财政、村级组织及农村现状几个层面对政府采购的可行性进行分析。同时提出政府采购的原则:先易后难,分步实施,宣传教育优先,加强资金使用监督以及引导农民致富。并对政府采购资金来源提出建议。
Ecological forest plays an important role in maintaining territory security.Nowadays,much ecological forest belongs to collectivity or individuals.There are many problems existing in the daily management of the forest.And it would have positive meaning for bringing them into government procurement.Analyze the feasibility of government procurement through ecology security sense,economy,finance,village class organizations and country status.And the principles of government procurement are easy first,implement by step,priority for publicity and education,enhance finance supervision and guiding peasants rich.This paper also provides some advice about the finance sources of the government procurement.
