摘要
教师的民主权利主要是指参与管理文化事业,尤其是学校内部事务的特定权利;对教师民主权利的探讨,离不开执政党对政治民主思想的指引。教师行使民主权利对国家、学校、学生都有重要意义,但目前教师行使民主权利还存在许多不足之处。要使教师的民主权利得以实现,可以从立法机关修订法律,教育主管部门制定细则,教师增强民主意识、积极行使民主权利三个层面加以努力。
Teacher＇s democratic rights mainly refer to participate in managing cultural establishment,particularly the school internal affairs.The discussion about teachers＇ democratic rights is along with the ruling party＇s leading to the political democratic ideas.Teachers＇ exercising the democratic rights has important meaning to the government,the school,and the students.Yet the present situation of teachers＇ democratic rights has many insufficiencies.The paper suggests three points to realize teachers＇ democratic rights：to revise the law from the legislature,to formulate the regulation,and to strengthen the teachers＇ democratic awareness.
