摘要
在社会主义市场经济体制下,公共危机的不时侵袭给我国的经济发展和社会稳定带来了不小的威胁。这不仅使我国政府经历着严峻的考验,也为我国公共财政体制的改革和发展制造了一个又一个难题。因此,如何在我国构建一个科学合理的公共财政应急反应机制,将对我国经济社会的平稳发展产生重大而深远的战略意义。
The public crises are threatening to the society stability and the economy development,thus to the public finance system.To set up a scientific and reasonable emergency response mechanism for public finance will be significant for the steady development of economy and society of China.
