摘要
通过建立土地开发整理规划环境影响评价指标体系的方法,探讨其对区域的生态效应与经济效益的影响,同时,为减少主观因素的影响,引入模糊数学分析方法对权重和分值进行计算。结果表明,如东县2000年土地整理规划的环境效应分值为57.986,而通过整理规划后,到2010年可提高13.291,达到71.277。这说明从长远发展的角度看,对于如东县这样具有一定的后备资源的区域可以通过制定合理的土地开发整理规划,在实现耕地占补平衡的同时,实现生态环境质量和经济效益的稳步提升。
The influences of the ecological effects and economic benefits of Rudong County were discussed through building evaluating indicator system for environmental influence of the land development consolidation plan. At the same time, weighting and values were calculated by the in- troduction of fuzzy mathematics analytical method in order to reduce the influence of subjective factors. The results of environmental effect value of land consolidation plan of Rudong County in 2000 was 57. 986, while after consolidation plan, up to 2010, the valued will increased 13. 291 and reached 71. 277. This indicated that from the long - term development aspect, such areas with certain reserve resources as Rudong County can achieve the balance of farmland occupation and compensation and achieve the steady improvement of ecological environmental quality and economic benefits through making reasonable land development consolidation plan.
