摘要
科学发展观是指导我国全面建设与发展的重要指针,对我国对台政策和两岸关系具有重要的指导意义和方法论价值。在科学发展观视域下达到两岸关系良性互动,其基本原则是:坚持以和为先原则,坚持两岸发展的和谐性、和平性;贯彻以人为本原则,抓住两岸主流民心民意;秉承全面协调互信原则,逐渐填平两岸民众心理的历史鸿沟;实行互利互惠原则,夯实两岸统一的利益基础;坚持改革完善自我原则,增强台湾民众的向心力。其基本路径是:建立两岸政治关系的互信交流机制;建立两岸互惠互利的政府间经济合作机制;构建两岸文化交流机制,逐渐增强两岸民众的民族一体化意识。
The scientific development view is not only an important pointer to guide China’s overall construction and development,but also has important guiding significance and methodological values on China’s Taiwan policy and cross-strait relations.To achieve positive interaction of cross-strait relations under the scientific development view,the basic principles are to： adhere to the peace principle firstly and the harmonious,peaceful nature of cross-strait development;implement people-oriented principles and seize the popular mainstream;adhere to the principle of overall coordination and mutual trust,and gradually fill the historical gap between the psychological divide of two sides;implement the principle of mutual benefit and consolidate the interest basis for the unification;adhere to the principle of reforming and perfect the self,and enhance the centripetal force of the pepole in Taiwan.The basic paths are to： establish the mutual trust exchange mechanisms of political relations between cross-strait;establish mutually beneficial economic cooperation mechanism between the Governments;construct cross-strait cultural exchange mechanism,and gradually increase public awareness of the national integration on both sides.
