摘要
2005年《北京城市总体规划(2004年-2020年)》将北京城市发展目标确定为"国家首都、世界城市、文化名城和宜居城市"。世界城市是高度一体化的世界经济环境下国际大都市的高端形态。世界城市的主要特点是对全球的经济、政治、文化等方面有重要的影响力,引领世界经济发展的潮流。低碳经济作为新的发展模式,成为后危机时期世界经济增长的重要推力。因此发展低碳经济是北京建设世界城市的必由之路。目前北京已经初步具备了打造"低碳城市"的经济基础,但仍需要政府、企业与居民的共同努力。
In 2005 ＂The overall urban planning of Beijing （2004 -2020）＂, Beijing urban development goal will be ＂the national capital, the world city, the cultural famous city and livable city＂ World City is a super form of the international metropolis under the integrated world economics environment. The world city＇ s main feature is to have an important influence on global economic, political, and cultural and lead the world trend of economic development. Low carbon economy is a new economic development model based on low energy consumption, low pollution and low- emission -based, is another significant progress after agricultural civilization and industrial civilization in human history. Therefore the development of low - carbon economy is the only way for Beijing to world city. Currently Beijing has begun to have a building ＂low- carbon city＂ economic fundamentals, but still need governments, businesses and residents to work together.
