摘要
随着我国多元社会结构的逐步形成以及由此而产生的不同社会利益群体和个体的政治需求的变化,公民有效政治参与已经成为我国政治发展过程中人们所关注的重要内容。要实现和扩大公民有效政治参与,重点应当解决好三个问题:一是保障人民"知情权、参与权、表达权、监督权"的行使;二是加强基层民主制度建设;三是从国家层面上进行整体的政治体制改革。
With a gradual formation of a pluralistic society and the resulted changes in different interest groups＇and individuals＇political needs,citizens＇effective political participation has become an important concern in our political development. Three problems should be solved to achieve and expand citizens＇effective participation. First,to protect the exercise of people＇s right ＂to know,to participate,to express and to supervise＂. Second,to strengthen grass-roots democracy building. Third,an overall reform in the political system from the national level remains to be the core content in the construction of socialist democratic politics in China.
