摘要
西部农村环境保护的关键是燃料更替,农村燃料更替需要解决人口的合理迁移和西部人口城镇化;农村燃料更替还需要改变牲畜饲养方式,而最关键措施是实现燃料以沼气、天然气、电代薪,和使用节柴灶节省燃料。这就要求在南水北调、西气东输和西电东送的经济战略中,考虑西部燃料换代涉及到的环境保护问题,实现国家东中西部的整体环境保护。
The key of the western rural environmental protection is fuel replacement,which requires solution of the problems of population migration and urbanization.Replacement of fuel in rural areas also demands improvement in the ways of livestock breeding;besides,the most critical measure is to substitute the fuel(biogas,natural gas,electricity) for firewood,employing firewood-saving kitchen stoves;.Moreover,in order to protect the whole environment,the government must consider the relationship between replacement of fuel in west rural areas and environmental protection during the economic strategies of South-North Water Transfer Project,West-East Natural Gas Transmission and West-East electricity Transmission.
