摘要
信息服务业与制造业营业额比例以及信息资源占有比例之低下，严重制约了发展中国家信息化建设的发展。信息资源的开发利用是信息化建设的关键，目前，我国在信息资源开发利用方面，存在不少问题和困难。文章分析了造成这种现状的主要原因，并提出了开发利用信息资源的策略与实现途径。
The lowness of business volume ratio of information service over information manufacture and possession ratio of information resources restrict the development of informationalization construction in developing countries seriously.The development and utilization of information resources are the key for informationalization construction.Nowadays there are many problems and difficulties in developing and utilizing information resources in China.This paper analyses the main reasons for such situation and puts forward some tactics and ways for developing and utilizing information resources.
