摘要
水利水电工程在为我国国民经济发展和社会进步发挥巨大效益的同时,也不可避免地产生巨大的淹没损失和大量的水库移民。在我国的水库移民工作中,仍存在"重工程、轻移民"的倾向,由于补偿标准偏低、管理体制不顺、规章不够完善等因素的存在,移民工作仍面临相当多的困难。因此,必须高度重视政策法规建设,强化资金管理和使用监督,重视后期扶持政策的跟进,做好移民安置工作,维护社会稳定。
Water Resources and Hydropower Engineering play a huge benefit for China＇s national economic development,but also inevitably have an enormous reservoir inundation losses and a lot of resettlement.The tendency of pay more attention to engineering than resettlement still exists in Reservoir resettlement in China.Due to the low compensation,indistinctive management system and imperfect rules,there are still many difficulties in resettlement.Therefore,we must attach great importance to policies and regulations,strengthen financial management and supervision,pay more attention to post-support policies so as to do resettlement work well and maintain social stability.
