摘要
本文对比了美国、英国及中国香港地区的公共租赁住房政策的目标定位、管理体系、资金保障、分配机制等,总结了国际上公共租赁住房的基本模式、经验教训以及最新发展趋势,在此基础上提出对我国廉租住房建设和管理模式的借鉴意义,认为应当注重发挥非营利性机构在廉租住房管理中的作用,设计与租户支付能力匹配的租金机制,严格资格审查和准入制度,同时通过设置灵活的退出机制和合理的选址与规划,防止贫困集中和居住隔离。
This paper compares the public rental housing programs in the US,UK,and Hong Kong,focusing on the policy goals,financing,management,and allocation mechanisms,as well as their major lessons and recent policy transformation.The implications of comparative international experiences for China's Cheap Rental Housing Program are then discussed.We suggest possible ways to improve this program,including:incorporating the role of non-profit organizations in the public housing management,developing affordability-based rent mechanisms,enforcing eligibility examination rules,and reforming the exit mechanisms and conducting better site selection and planning so as to preventing poverty concentration and residential segregation in public housing communities.
