摘要
阐述了在导弹武器开发中开展独立第三方风险评估的必要性,分析了影响导弹武器开发成功的风险因素及成因.针对导弹武器具体开发全过程的论证阶段、方案阶段、工程研制阶段、设计定型阶段和生产定型阶段,建立基于风险事件的独立第三方风险评估模型对各开发阶段的综合风险进行定量评估,并就五个阶段如何规避和降低开发风险提出基于独立第三方的项目监控模式.
In this paper,the problem of risk assessment in the missile weapons exploitation is studied. Firstly,the necessity to assess the risk of missile weapons exploitation based on independent third party is systematically expounded,and the risk factors and causes of missile weapons exploitation are analyzed.Secondly,the risk assessment models based on risk events and independent third party are established to assess the risk in the five stages of missile weapons exploitation,i.e.,verification stage,programme stage,project development stage,design finalization stage and production finalization stage.Finally,the project monitoring mode based on the independent third party is proposed to avoid and reduce the risk in these five stages.
